Living near the coast I have a lot of white painted aluminum, porch railing, carport supporting columns etc.
What kind of paint (rustoleum, latex, oil based etc.) should I use?

Oil-based enamel. Equally as important is to prep the surface, use a primer first, and paint in conditions (dry and relatively warm) that are specified on the paint's label.

Not a lot of dry days here in Micco, FL.
General scraping off of existing paint (Wire brush?) or should it be stripped clean?
Any special type of primer? Kilz?

If previously painted with latex, oil base can be a real problem on top of that.

An epoxy enamel might also be a good choice. That’s what they use on airplanes.

If previously painted with latex, oil base can be a real problem on top of that. I don't know what kind of paint is on there now. Will primer take care of this type of problem?

If you have any "Krud Kutter" try a little on an inconspicuous spot. If it takes off the paint, it's latex. At least in my experience.☹

When I do metal railings I use a wire wheel on a plug-in drill and go back to bare metal. A wire wheel on a side grinder spins way too fast and can be extremely dangerous. When using the wire wheel always wear eye pro. I use a full-face shield because the brush can throw the bristles and they'll stick in your face.

I don't know how big your railing is or construction of it, but for a more permanent approach you could always remove it to have it sand blasted and powder coated. There are a few companies in your area that can do that.
