The young man who plays bass in our church has an Ibanez Sound Gear 24 fret bass. After doing some tweaking on the truss rod and saddles it still has a buzz when you fret the F note on the low E. My fret rocker says that the second fret at the low E side could use some help, but the rest of the fret is fine. Any suggestions on filing just a little off the low side?

Make sure that it hasn't just lifted a bit. If it has, a little CA glue and the appropriate clamp may do the trick.

I can't confirm or deny your diagnosis for obvious reasons, but a hump in the neck right around there is relatively common since that is where the scarf joint pokes up under the fingerboard.
