So, there you are again, stuck in traffic with no idea of what in the world is causing the hold up. Several minutes go by, and then a car zooms by on the shoulder, followed by another, and another. Do these people know something you don't?
"People use other people as sources of information both about what the right thing to do is and about what everyone else is doing,” said Shira Gabriel, a psychology professor at the University at Buffalo.
As the shoulder quickly becomes another traffic lane, you might be tempted to slip in there, to get ahead of the gridlock. Only to discover what you suspected all along: dead end. And you find yourself sheepishly activating your turn signal, hoping someone will allow you back into the lane you just left.
“We evolved as a species that can only survive in collectives. And part of being that incredibly social species means that we look to other people for how to behave."

While I've been tempted to use the shoulder in the past, I haven't with a couple exceptions. Both were cases where I was within 50 yards of my exit and could see a clear path there, so I took the shoulder to quickly get to my exit. Just as illegal, but I did it anyway.
When I was younger and more brash (and less patient), I had my first truck. On more than one occasion I used the extra space to the right of someone, wheels over the curb, to turn right on red when they clearly had no intention to do so. Back then, right on red after stop was somewhat new and there were a ton of people who apparently missed the memo. My patience to sit behind them was low.

Going back three wrecks ( into my brick wall) ago.
Some knucklehead is speeding eastbound down the right side, in our case, bus lane passing to the right of 2 traffic lanes full of stopped cars.
Only to discover (in a very impactful way) a westbound car making a left hand turn.
Kaboom!
That bus lane is legal for 200ft to traffic making a right hand turn and is clearly marked all along Flamingo Road, “Right Lane Traffic Must Turn Right”.
The knucklehead was hauled away in an ambulance. Not that I rejoice in that, but I felt little sorrow for her.
Fortunately, our neighbor making the completely legal left hand turn was not injured badly.
Then there was the pile of brick that had been my brick wall. 😧

A month or so ago moving from NC to NY we had a 20' uhaul pulling a trailer following my wife in our car. Interstate in VA was STOPPED due to vehicular fire involving hazmat. DOT sign on side of road said so. Still, a bunch of people did the pass on the right shoulder and try to get back in...grr.
