Given it's got shared memory for the video (not a dealbreaker for your stated purposes, and even if it had dedicated VRAM) - you want MORE memory than 8 gb.

I agree with Rob. 16Gb of RAM is one of my starting points.
I have no idea how the latest family of AMD processors run. Maybe someone will chime in. If they’re good, that would be an avenue to a decent low-cost machine.

If they’re good, that would be an avenue to a decent low-cost machine. Both the AMDs and Intels run fine for the stated purposes. Where the Intel and Nvidia still win is GPU speed/driver integration - AMD's GPUs are GOOD but there's just not the embedded support for them on AI and similar things. I'm stuck CPU-bound because of that and need to get a NVidia card for Stable Diffusion to run well. It does a good job, but 5-10m an image versus 30s ....yea, about that.

I've got the 11 inch version of that laptop. I use it for tuning automobiles. Like has been said it works well, just a bit slow loading programs. You do want more RAM if it is upgradable. Mine isn't and I'm stuck with 8. But for the purpose I use it for it works well.

I like Leftee's suggestion.
I play around with older computers. To me the biggest item that will speed up a computer is have a solid-state disk (SSD). Most all the new computers have moved to them. All the newer operating systems (Windows, Mac and linux) are extremely disk intensive. Replacing any spinning disk drives (HDD) with SSD is the first thing I do. The difference is noticeable and often dramtic.

Big fan of the SSD here! "No moving parts" was a significant life-span improvement - especially in laptops.

Is Windows 11 fine? If so, I’ll go with that one. It fits my budget.

I just bought this one for the office. SSD, nice size touchscreen, 32 GB DDR4 RAM, and a bunch of other stuff we won’t need because it gets used mostly for Zoom. Dell Inspiron 3511 Laptop, 15.6" Full HD Touchscreen, Intel Core i5-1135G7 (Beats Intel i7-1065G7), 32GB DDR4 RAM, 1TB PCIe SSD, SD Card Reader, HDMI, Wi-Fi, Windows 11 Home, Black a.co/d/fV9LWAl

Also, do you guys ever buy the protection plan? I never do for anything else, but computers are a bit of different animal.

I still use spinning platters for big storage, but OS I've used SSDs for ages.
I've had a single point of SSD failure, and ironically it wasn't on the system drive. I bought a brace of them when I built this box and one of the set of four died. I was able to replace it for $50 and got 4x the capacity of the one that puked.

Nope, just a separate drive. Wasn't even one of the heavier use ones.

Nope, just a separate drive. Wasn't even one of the heavier use ones. Were you able to salvage any data from that drive? I heard that when an SSD goes bad, it and all data on it are gone/non-recoverable. I bought an SSD, thinking I could use that for my Win10 OS and my HDD for saved data, but I could not figure out how to do that. It's almost as confusing as gaining admin rights to a file or folder you're lock out of....

Thankfully it was a program drive so I reinstalled things and restored from backups - no loss buta couple current images that were being generated.

Thank you guys for your help! I got the one Lefty recommended. It came in today and, surprisingly, my computer illiterate self was able to get it setup and going. Not a minute too soon either. I have a backlog of rods I’m trying to inventory (AFTER the fact).
