I used a Norelco rotary for many years and it worked well. Then I started shaving my head. The rotary was okay under the increased duty but I ended up switching to a blade and just shaved in the shower. Now that I’m retired I shower less frequently and need a touch-up shave between showers. With the rotary, even after applying an electric pre-shave like Williams, it took some effort when the humidity was high in the room and we get some killer humidity in south Texas. Will a foil shaver be any better? Any other experience or advice?

I use an old Norelco I’ve had forever to shave my neck. It must be dry. If I try to do after a shower, then it doesn’t work very well. Like you said, they don’t get along with humidity.

On the rare occasion I forget to shave my neck before I take a shower, it does not move smoothly across the skin. And, it doesn't shave as well. I don't *think* the shaver is getting moisture. Again, it's put away in the cabinet. I just thinks a combination of the room being humid and, possibly, my skin not being dry enough even though I towel dry pretty thoroughly.

I’ve elected to purchase a rotary shaver because general consensus on various review sites is that rotary is better for those of us who shave our heads. I’m very familiar with rotaries having used them for years. My answer for humidity issues is a pre-shave and then an electric fan to move air.

I used rotaries for about 25 years, but recently moved back to a midrange Braun foil. I think I like it better, but it’s not very tolerant of skipping more than a day. I haven’t run into moisture issues since I shave before showering.

I use both. I have a lower-priced (for them) Braun (foil) that I use for most of my face, but have to use the Philips/Norelco rotary for under my nose. The Braun shaves closer than the Philips/Norelco, but doesn't get up under my nose the way the 3-head Philips/Norelco does.
