How can you take the charge out of a capasitor when working on a board?

Clip a suitable resistor across it / them. To assess what suitable is, need to know max voltage on the cap / HT rail.

Many amps have bleed-down resistors in parallel with filter caps to drain them when the amp is switched off but left plugged into the mains outlet. But not all do.
Set your DMM to read 500vDC and test across the cap(s) to see what level of charge remains in there. There may be none. There may be a dragon waiting to blast you.
