I turn on the tap, it runs for a couple seconds, then I hear a loud bang from the pipes and it stops, or rather reduces to a trickle.
Every other tap on the house is working, including the cold water on the very same sink.
It’s 45 degrees outside, and I currently have a heating unit in the crawl space which is functioning perfectly and maintaining an temp down there of 50 degrees.
This one is way beyond me. What do you boys have?

Apparently the internet had the answer. BUT, for kicks, let’s see if anyone gets it right.

Air bound? Sounds like the "bang" may be water hammer.

Stuck valve in the faucet itself? Back-pressurize it by holding your palm over the spout opening and open the cold side.

Did someone knock the valve in the cabinet underneath to the closed position?

Did someone knock the valve in the cabinet underneath to the closed position? Winner. Almost fully closed.

We warned you about letting Randy hide under the sink.
