After fooling around with installing iTunes on Win10, I finally got a pretty good installation. The problem is that when selecting the playlist for my iPhone, I get the spinning circle "waiting" symbol next to the mouse cursor for a few seconds, and then the program simply closes down. Both right and left mouse click selections crash the program. All the other playlists open OK, e.g., songs for iPod syncing, and others. I disabled "auto sync" thinking maybe there was a problem somehow there, but no change. I have over 2200 songs in that playlist, so maybe the size of the playlist is now somehow a problem.
I uninstalled iTunes at one point and, after some "best of" research, I installed Music Bee. Seemed pretty good; has a "scan iTunes" feature, but it picked up every song on my computer, and most were not playable due to "the original song/location could not be found"... This is what I got/get in iTunes too. Pretty crappy deal, since nearly all my songs were ripped from CDs. So, I reinstalled iTunes for Windows, and except for that Cell Phone playlist thing, it's not too bad.
(While I had Music Bee installed, I tried to copy the cell phone playlist and also individual songs; no go.)
I searched the internet for a solution, but this playlist problem seemed to exist only on the iPhones of people having this problem, and not on a PC. No help.
If I can't resolve this playlist problem, I'll try installing another music player.

Win 10 comes with Windows Media Player -- why not use that?

I'm not a fan of apple but I subscribed to apple music and iTunes match and it pretty much does what I need. My iTunes library has about 15,000 songs and it took a long time to upload to upload them to Apple cloud. So be patient. A benefit of using apple is if there is a cleaner remastered version of one of your songs, that's the version you will hear. Good luck.

Yeah, Win10 does have a media player, and specifically a music player called Groove, or something like that. I deleted/uninstalled a few things because I wanted to sidestep any potential conflicts with the alternate programs I’m installing... I’ll have to chase that down and reinstall. It looks like I’ll have to rebuild my cell phone playlist, or I’ll just forget about that playlist and simply be satisfied listening to the 2200 songs already on the phone.... yeah, that sounds like the most practical opltion.
But the gradual loss of personal control of my data mgt. by by both Apple and Microsoft compels me to buy a laptop computer and learn the workings of Linux... like we discussed on another thread. I’m thinking one with a 15 inch screen is a nice “middle of the road” choice.
Thanks.
