all I got is a line from sex in the city something like "staten is alot like NY except you can smoke there" I recall the episode. Typical depiction of Staten Island by people who know nothing about it.

Staten Island is the most suburban area within the 5 boroughs. If you are a cop who is looking for "action" this is not where you want to be. I'd be fine with it.

No one wants to get sent there because of the commute. Unless you live there, it’s a PITA and expensive to get there. Only if you drive. You can commute round trip for $5 on public transportation. FWIW, I don’t like commuting to Manhattan either. But I do like going there for recreation. Most cops and firefighters wouldn't want to use public transit. The schedules don't match up with their work schedules and they don't want to get stuck at the mercy of delays and the transit schedules when they work different details.

As an outsider, the Staten Island thing is all about the relative isolation in the suburbs from the ‘exciting’ areas where the main characters work.
Probably the commute too.
Edited to remove the bridge and tunnel remark. I’m aware that’s a Manhattan thing.

The first time my wife and I vacationed in NYC, our hotel was next door to an FDNY station. There was a fire every night, between 2 and 4 am. The extremely loud sirens woke us up every night the week we were there, except for the last night. We had grown accustomed to the sirens that we missed our wake-up call to check out and go to the airport. We made it anyway, somehow.

Parts of Cincy *are* a 3rd world country. And I'm thinking of moving to Northern Kentucky. Just make sure you go farther south than Covington. But close enough to get to Dixie Chili. If that matters.

If anywhere in NY compares to Detroit, it’s the Bronx, not Staten Island.
I base this opinion entirely on the Eminem movie “8 Mile” and that Hardcore Pawn.

My wife, young son and I were driving from Rochester yo see my brother in Long Island. He adamantly cautioned me to not cross the Bronx after dark.
