They've got to be rebadged. It would be interesting to know who makes them.

Amazon has a practice of letting other people sell on their marketplace, and when they see something selling well that they can make for a lower price, they'll start selling the Amazon Basics version and undercut whomever is on the market place. It also isn't rare for them to sell below cost to nuke competition. I'm not sure who is behind all of the manufacturing, but they certainly have the means and make a lot of things you'd never expect them to, putting their nose into industries you'd never expect them to care about at all.
My guess is that they're clone pedals using cheaper components. The classic circuits are public domain and had fewer components in them than newer designs. Probably not bad. I'd take a cheap clone pedal over an over-thought, over-engineered mediocre boutique pedal most days. I'm remembering the Dan Electro cheap plastic pedals back in the day. If you use the classic circuits and aren't picky about using the exact caps or whatever, you can crank them out pretty fast.

At that price range, I just stick with known quantity - when I can get "I know X pedal is a clone of Y" in the Behringer line for $20, it works out better.
Yea, they're plastic cased, but more solid than I thought they'd be.
The HM-2 clone compares favorably to my vintage Japanese HM-2, even if it is uglier than sin.
