An off-site solution is probably our best bet but depending on what a few $ a month provides, it might be worth investigating.

I really think off-site is probably the way to go, I doubt most of the people who will take the time posting pics will mind. But should it prove to be an issue, I’ll investigate whether we should upgrade. Cost is minimal for the first few upgrade levels, but given that we just had 200mb in a month, we’d blow through those levels at a rate of approximately a month and a half each.

Exactly. Storage bloat is a real problem, and it can get out of control really fast.
The best way to handle it is to 'force' a little extra work up front on users (us) by having us take a few additional steps to store files off-site and link to them here.
Electronic housekeeping is no different from housekeeping in general. Get all the kids involved, assign some responsibilities, and the house stays cleaner.
Bottom line: I believe moving to a 'pay for increased storage' plan is ill advised, because in order to do it fairly and equitably for every member here, we would need to track each member's use of that space, which necessitates additional work and accounting.
I mention this because there are some members here that will post lots of pics, while other members will post few pics or none at all. Why should those users subsidize storage space for others based on a flat-rate "membership" charge?

It definitely CAN be hosted elsewhere, the question is whether blocking image hosting for the boards also does it for the profiles. I am assuming yes it does.
