This is an everyday occurrence in Los Angeles. Theft of a few dollars worth of product ($950 or less) goes unreported and therefore unpunished.

Theft of a few dollars worth of product ($950 or less) goes unreported and therefore unpunished. The thief may go unpunished, but when the store raises prices to offset losses due to theft, we consumers are the ones who are punished! |

Up until recently, Walmart had its own money making way of dealing with theft that was less than felony level. The shoplifter, when captured, was given a choice: referral to the cops or immediately pay Walmart $400 for an online 6 hour "restorative justice" program. ($500 if the accused waited 72 hours first) $50 to the store's theft prevention and the balance to the online program. The thief was forced to sit through an explanatory video in the loss prevention office and then had to make the choice. Pay up or face prosecution. A few years back I saw a couple young guys sitting on beer in the cooler while drinking wine coolers at a Walmart. Shuckin and jivin and having a good old time.
As for the carts they seem frequently operated by people of questionable need.
Over the years we have come to avoid the supercenters.
But free food, liquor, and transportation IS a pretty attractive offer.
