I'd check out return policies before purchasing.
A few things that make me nervous: the glue line on the fingerboard is visible even in a low-res picture. This isn't necessarily bad in and of itself (it could just be wide at the outer edge, enough glue surface where it counts) but is a sign of lack luster workmanship. Multi-piece necks can be tricky - if you don't make them symmetrical (ideally something like bookmatching where the mirror pieces are from the same board) they can be very unstable and twist quickly, since each piece of wood has its own opinion on how to move over time and with humidity changes. I can't tell one way or another from the pictures, so buying it might be the only way to know for sure. Also, I suspect the body and electronics (sans the pickguard and bridge) are just standard MIM anyway.
Another point is that if you're seeking a j-bass for anything like a classic j-bass sound, this is too far of a departure to achieve that.
Might be a great instrument, who knows. But, he's charging basically the cost of parts/materials, which might mean either a great deal or the guy is just trying to sustain a hobby in a way that won't make his wife freak out.

Note that is a 35" scale neck. 1" longer than a standard J. 35's generally sound pretty good, but playing one is a little more of a stretch.
