I can see why they would be. Employees say it happens about once a month (Disney World and Disneyland) and the ashes are a real pain to clean up. I would think this to be especially true if they're flung out on the Matterhorn ride or dumped on the hippo's head during the Jungle Cruise. People who do this, think of it as a loving tribute, while local authorities think of it as a health hazard. I can conjure up one ride where the ash-spreading would be less of a tribute and more of a poke in the eye to the dearly departed: It's a Small World.
If my ashes had to listen to that saccharine tag line for eternity, the Haunted House would get a real ghost.

I have heard before that is not allowed and will subject you to a lifetime ban if you are caught.
