I've seen a few techs do this even without asking. Does anyone do this? I kinda prefer it without unless I'm hearing too much ringing/noise.

Never seen it done and never needed to deal with it on my trem-equipped stuff.
Seems like it'd be a mess as it got oil/degraded/stinky from ambient smells etc.

On some guitars you can get weird overtones. A much better solution is to use rubber grommets between the strings, the grommets have a groove cut in them that the strings fit right in. Find them at your local hardware store, cost of three, maybe a buck.

I've never had a guitar where I've felt this needed to be done. I've had some where I replace the springs to solve other problems, but the foam has never been a thing of importance. I'm scratching my head now wondering if my habit of replacing strings has also eliminated the necessity for foam (newer stiffer springs sounding better), but I'm just blue-sky thinking on that.
I can't think of any reason why it would impact the plugged-in tone of a guitar, though it is possible. Maybe a guitar prone to flutter would sound a little different or something, since the springs will absorb string vibration to some extent. My guess is no, but if someone with good ears who is otherwise trustworthy swore he heard a difference, I'd take his word for it.

It is ABSOLUTELY a requirement for some players, particularly in the heavy styles of music. Depends on how much distortion (and it's EQ structure) the player uses. Sometimes it's not a noticeable issue until palm muting and what should be a clean, dead CHUNK becomes a CHUNK-woof or CHUNK-Ping!
As it turns out I've extensively tested a whole bunch of the oft-quoted remedies, from paper towels and napkins, pipe cleaners in the springs themselves, and various types of foam arranged different ways. You know the foam that comes in pre-cut sheets for camera accessories, ya pull out the little cubes to make the shape you need? In my opinion, they give the best combination of spring muting without weird grating or rubbing noises (which can also come through the amp), stills allows beautiful flutter, and without adding friction to the trem system that could compromise tuning stability. Just push one in between each pair of springs, parallel to the springs, no contact with the foam and cavity walls or cover, and Bob's yer Uncle!
